Sections 

Section 0(HighCom)
    The highest form of command and the entirety of all commands, High Command is the combining bodies of Naval Command and Unified Ground Command. UNSC High Command (HIGHCOM) is the highest operational command of the United Nations Space Command and is ultimately in charge of all personnel, equipment, and facilities used by the UNSC Defense Force. It is sometimes colloquially referred to as "The Admiralty", which is a misnomer as its staff is composed of personnel from all branches, not just the Navy. HIGHCOM consists of less than twenty members that work very closely to plan missions, set objectives, to ensure that there is no disputes over resources or the command hierarchy amongst the lower echelons. 

Section 1(UNICOM)
The UNSC Unified Ground Command (UNICOM) is a United Nations Space Command organization tasked with coordinating the terrestrial operations of the Army, the Marine Corps, and the Air Force. UNICOM's roles include, but are not limited to, disaster relief, infantry operations, search and reconnaissance, and other "ground ponder" duties. Special operations within the organization's oversight are coordinated by UNICOM's dedicated Unified Special Warfare Command. The Marine Corps' Orbital Drop Shock Troopers are an exception as they are instead controlled by Naval Command's Naval Special Weapons. UNICOM has the authority to take control of colonial militias and security forces to accomplish its goals.

Section 2(NAVCOM)
The UNSC Naval Command (NAVCOM) is a United Nations Space Command Defense Force organization responsible for the running of the UNSC Navy. It answers to HIGHCOM. The UNSC Naval Command is the combined sub-commands of FLEETCOM, NAVLOGCOM, NAVSPECWAR/NAVSPECWEPS. It has a very well known history in the Halo clan community as both a very famous honorable lore based clan and an infamous unsportsmanlike competitive group. This Naval Command is nothing like that and holds itself to the highest standards. The officials who make up Naval Command are those who are qualified leaders of this community.

Article I
Laws

01. Individual is to Not kill his/her own comrades with the intent to hurt his/her team and the ONI. 

02. Individual is to Not forcefully provoke any in game action that is negative. (No Tea-bagging, Taunting, Bad sportmanship)

03. Individual is to Not kill non-essential personnel of the UNSC Office of Naval Intelligence (i.e. Contractors, Sangheili Liaison)
04. Individual is to Not explicitly disrespect any higher ranking officer in their branch or any branch. Respect is earned, not given*
05. Individual is to Not solicit any items, tags, credits from any other branch, personnel or command. 
06. Individual is to Not change from in-game assigned uniform at all times. 3 Warnings will be given If found without the appropriate uniform*
07. Individual is to Not question any order given to and by a superior ranking officer nor ever question their authority in any shape or form. 

08. Individual is to Not create or aid any other group, team, or community effort against the ONI.

09. Individual is to Not screenshot, record in attempt to save information in any median of communication with-in ONI. 

10. Individual is to Not be in any other group, team, clan or community during active duty service in the ONI.

11. Individual is to Not discriminate in any shape or form or promote racism, sexism and ableism. Personal attacks will not be tolerated*

12. Individual is to Not recruit, promote or distribute materials that belong to another group without proper citation or permission.

13. Individual is to Not fail any given UNSC Office of Naval Intelligence operation. Failure will not be tolerated*

14. Individual is to Not sale or distribute anything that is deemed illegal by federal law of the U.S. under this community forum. 


Article II
General Provisions 

(1) The term “Judge Advocate General” means, severally, the Judge Advocates General of the Army, Navy, and Air Force.

(2) The Navy and the Marine Corps shall be considered as one armed force.

(3) The term “commanding officer” includes only commissioned officers.

(4) The term “officer in charge” means a member of the Navy, the Marine Corps, the Army or the Air Force designated as such by appropriate authority.

(5) The term “superior commissioned officer” means a commissioned officer superior in rank or command.

(6) The term “cadet” means a cadet of the UNSC Military Academy, UNSC Officers Candidate School, or any UNSC Candidate Assessment Programs.

(7) The term “midshipman” means a midshipman on active duty in the naval service.

(8) The term “military” refers to any or all of the armed forces.

(9) The term “accuser” means a person who signs and swears to charges.

(10) The term “military judge” means an official of a general or special court-martial detailed in accordance with the UNSC JAG Corps.

(12) The term “legal officer” means any commissioned officer of the Navy, Marine Corps, Army, Air Force designated to perform legal duties for a command.

(13) The term “judge advocate” means—

     (A) an officer of the Judge Advocate General's Corps of the Army or the Navy;

     (B) an officer of the Air Force or the Marine Corps who is designated as a judge advocate; or

     (C) a commissioned officer of the Office of Naval Intelligence designated for special duty (law).

(14) The term “record”, when used in connection with the proceedings of a court-martial, means—

      (A) an official written transcript, written summary, or other writing relating to the proceedings; or

      (B) an official audiotape, videotape, or similar material from which sound, or sound and visual images, depicting the proceedings may be reproduced

Article III
Policies 
Overall Poicy
ONI Personnel are expected to uphold the name of ONI throughout the universe. You are not to do anything to harm the reputation of ONI, in-game or otherwise. Common decency is expected of all career holders when engaging in both internal and external interactions or operations.ONI & the UNSC prides itself on upholding equality and fairness for all beings. As such, any and all forms of piracy is forbidden for ONI personnel and ONI Civilians. Any reports of piracy will be promptly investigated, and confirmed cases of piracy could result in expulsion and termination of your career with ONI. Piracy is defined as the unauthorized use or reproduction of another's work. In content and media you as an individual produce or are affiliated with. 


Officer/Leadership

Leadership positions in the United Nations Space Command are a position of duty, not privilege. These positions are based on need, and candidates will be selected for an Officer position based on a number of factors, including but not limited to dedication and skill. Having a higher position in the UNSC does not give the authority to dictate other’s actions, time spent and/or play style in game outside of approved areas such as Dedicated Fireteams. Leadership positions neverallow the person holding office to act in a privileged manner during social interactions with other members. Should you be offered an Officer position in the UNSC, we expect you to commit more time to the Halofranchise and the UNSC, so please keep that in mind before accepting.

Article IV
Rules of Engagement 

Known simply as ROE the Rules of Engagements are mandated honor rules made for roleplaying clan in-game activities. The rules of engagement applies to every custom game the Office of Naval Intelligence has/maintains presence in on both the Xbox 360 & Xbox ONE consoles. Commonly applicant in Raids, but not limited too Factions, Training & Meetings. It is formerly known as the UNSC Colonial Charter, Articles of War colluqially equal to the Uniform Code of Military Justice. The Rules of Engagement is to be followed at all times and are set in stone – they are not to be contested, negotiatied or neglected under any circumstances. The ROE is void in competitive custom games and official PGL, MLG Gamebattles & Gfinity online tournament matches where ONI is represented. 

Here below are etiquettes to follow under the UNSC Office of Naval Intelligence. These actions promote a friendly environment where clans and friends can communicate and role play the Office of Naval Intelligence and our narrative in peace. It is also guidelines for those in promoting peace. 

- Lower your weapon at all times (whenever possible) as an act of respect and non-violence.

- Effectively communicate your intent in joining the game with the host and/or other players.

- Enjoy the game and keep a safe, friendly and welcoming atmosphere.

- Respect the host of the game at all times, remember you are representing not only your unit but the Office of Naval Intelligence.

- Only carry no more than one power weapon at any single given time of the game.

- Yield to the UNSC clan community and avoid firing at anyone who identifies as UNSC under any circumstances without warning. 

basic Engagement 

  • After Action Report(AAR)

After acton reporting/reports are a self-evaluating reports after any engagements between two or more UNSC military units or outside parties in which ONI was involved. Reports are sent to the UNSC Personnel Command to appropriately mark your attendance in these engagements and to also collect and reflect information gathered for future battles. Assign someone whom was present throughout the entirety of the raid as the assigned reporter. They are designated as the individual to submit the After Action Report and it must be posted on the forums in the appropriate format or submitted on the website through the reporting system.

An After Action Report must be written after each and every Raid that the Office of Naval Intelligence.

An After Action Report must be written within 24 hours of the Raid or engagment concluding.

An After Action Report must be written to the designated individuals best ability.

If you have trouble writing an AAR for whatever reason, you may inform your CO immediately for assistance.

If you have trouble writing an AAR or submit one that is very poorly done you may be subjected to a demotion or discharge.

Raid Win Objectives(RWO)

Raid win objectives are a set of parameters agreed upon in the beginnning of the game and are assigned to units to roleplay. Raid win objectives are an active part of the Rules of Engagements and is seen as the core of raiding and fun. Only one Raid win objective is active at a time and the objective cannot be switched once agreed upon or assigned. Before every raid the objective should be made clear to the hostile party. Raid Win Objectives also determine the weapon restrictions of each game it is assigned too.

All Active RWO

Alpha

Fight until 16/16 players of a game are UNSC active duty personnel. ALPHA is a Slayer game variant and is readily available on any map. Originiating from Factions. It is a Raid variant made out of Team Slayer. With team switching enabled, no time limit, the game ends when everyone in the game is on one team. 


Only two teams are supported. 

Can be done in FFA Slayer gametype as well.

- 2x of any combination of Banshee, Mantis, Wraith, Phaeton, Falcon, Hornet or Tank active at one time per side.

- 3x of any combination of Standard Warthog, Rocket Warthog or Revenant active at one time per side.

- 5x of any combination Scout Warthog, Mongooses, Gungooses or Ghost active at one time per side. 

- 4x of any combination of Standard Turrets, Rocket Turrets, Plasma Turrets, Splinter Turrets at one time per side.

- 2x Rocket Launchers of any class.

- 2x Snipers of any class.

- 2x Hydra/Grenade Launcher/Plasma Caster/Plasma Launcher

- 2x Shotguns of any class.

- 1x Active Camo or Overshield


Bravo

Assassinate the leadership of the opposing clan, group or community. BRAVO is a Slayer game variant and is readily available on any map. Originating from VIP Slayer from Halo 3. It is a Raid variant made out of FFA with set leaders to be assassinated. Health Recharge Rate is 200%

It is negotiable to refrain from assassination at spawn.

- 2x Rocket Launchers of any class.

- 2x Snipers of any class.

- 2x Hydra/Grenade Launcher/Plasma Caster/Plasma Launcher

- 2x Shotguns of any class.

- 1x Active Camo or Overshield


Charlie 

Hold the firebase, facility, compound for the entire duration of the attack. CHARLIE is a Slayer game variant however requires an ONI facility forged in Mythic Slayer v1.50. It is the community standard raid rules traditional to that of Halo: Reach/Halo 4 2012-2014. It is a Raid variant made out of FFA.

It is a modded gametype and primarily on Halo: Reach. However an Halo 4 modded gametype is also available.

- 1x Custom vehicle of pieces welded together.

- 2x of any combination of  Banshee, Wraith, Campaign Falcon or Tank active at one time per side.

- 3x of any combination of Standard Warthog, Rocket Warthog, Gauss Warthog or Revenant active at one time per side.

- 4x of any combination of Machine Gun Turrets, Rocket Turrets, Gauss Turrets or Plasma Turrets active at one time per side.

- 4x of any combination of Shade Turret, Anti-Air Shade Turret or Fuel Rod Shade Turret active at one time per side.

- 2x Rocket Launchers of any class.

- 2x Snipers of any class.

- 2x Grenade Launcher/Plasma Launcher

- 2x Shotguns of any class.

- 1x Active Camo or Overshield

Monitor mode players are allowed.

Trait-Zones that do not increase or decrease health are allowed.


Delta

Hold the firebase, facility, compound for the entire duration of the attack. DELTA is a Slayer game variant and is readily available on any map. It is the community standard raid rules traditional to that of Halo: Reach 2010-2012. It is a Raid variant made out of FFA practiced in Halo 3 however perfected in Halo: Reach.

It is the classic raid community standard and considered the fairest and default.
